No, as there is no support in VRPC for using the host's USB devices.
It would be a very useful thing to have, but I don't think you'll ever
persuade Aaron to spend any money having such a feature implemented.
Particularly as it would have to be compatible with the Castle stack for
the Twain driver to work.
The solution is to buy another scanner with has a Windows 7 driver, new
ones are cheap, used ones on ebay are pennies.
