The action of pressing the <F4> key is context-sensitive, depending on which 
RISC OS
application has priority at the time.

If you could please specify which application or utility has priority when you 
get the 
reported symptoms, it should be possible to dig into its innards.

Do you have a back-up copy of whatever is the culprit, and which does default to 
'From Start'?

If not, can you try re-installing same?
