Yes; if one googles for the error message, it's mostly reported by 
people
having problems with games running full-screen.  It's an error from the
Direct3D or DirectDraw graphics library, as it fails to initialise a set
of buffers (I think).

Some of the non-VRPC discussions also mention screensavers & 
hibernation,
and of coure that too means things running full-screen.
