Since it is only VA, and since there are both startup andf shutdown
problems, i suspect Jeremy may have identified a likely mechanism in
an earlier post - i.e. because the shutdown isn't clean, the first
double-click starts up VA, which cleans up and closes, allowing the
second double-click to start up a functional copy.
If this is the case, then double-click, wait a few seconds,
double-click again, should also work.
Then the issue is finding out why the shutdown isn't working. That
could be down to something started during !Boot which fails to
complete. Attempting to manually quit everything shown by task manager
could help identify the culprit.
