I've just remembered "Parkopedia" and a quick check shows that my guess is
right about the parking on St George's Road: after 6pm on weekdays, it's
free - and the same for other nearby metered road parking.

The site only seems to show car parks and metered parking, though, so it
doesn't mention the on road parking on Hotwells Road - but given that the
metered spaces in the area are free after 6pm, I reckon my guess is right
about Hotwells Road being okay after 6pm as well.
