During the 'setup' of W8 you should have been offered a chance to do either
an 'express' setup (ie accept a whole bunch of MS defaults) or a 'custom'
one - giving you a bunch of choices about things.  One of those choices is
whether W8 should 'check online for solutions to problems'.

While I've never ever had the XP equivalent produce anything useful, it's
possible that the W8 equivalent might one day be useful.  But it does seem
to be an all or nothing option, not tailorable by application.  I have no
idea if there's somewhere (under a control panel section) a place to change
the overall setting.

I'm not sure why you'd think that it's not a Windows problem, though.
