Is there an Event Log record issued at the same time as this message?  If
there is it might provide more detail.

Please tell us how you are trying to start this VRPC.  Shortcut?  If so
what's in definition of the shortcut?  Is it all correct?

Do you have any anti-virus, or anti-malware app that might be trying to stop
ANY application from being run from a USB drive, as opposed to a permanently
mounted drive?
