If you run into a problem then turning the PC off must be the very last
resort.
Try the following order first:

1. Press ALT and ENTER. You may have to wait a few seconds if Windows
is busy. This should flip VirtualRPC into a window. Don't keep bashing
ALT and ENTER repeatedly if it doesn't work immediately.

if the above doesn't work then:

2. Try pressing ALT and TAB. This should give input focus to the next
task Windows is running. Again wait a couple of seconds (at least)
for it to work.

if the above doesn't work then:

3. As suggested elsewhere, press CTRL, ALT and DELETE to bring up
the Windows task manager. If you get a message asking you if you
are sure you want to run the Task Manager then click to confirm. From
the task manager quit VirtualRPC. Then, assuming you got a confirmation
request, go and set User Account Control correctly (Vista/Win7 only)

Only if all the above fail to get you to the Windows desktop should
you hold down the power button. If you do have to turn the PC off
then be prepared for the RISC OS Cmos file to be corrupted.

If, when you re-start VirtualRPC, you get an error message about
RISC OS not being able to find a !Boot 'file' then close down
VirtualRPC and run the 'CMOS Restore' utility from your original
VirtualRPC CD.
