I assume the internet is set up and working from the afflicted VRPCs. 

There should be a file called SetUpNet in
Choices.Hardware.Disabled.Boot.PreDesk which runs BootResources:!Internet
the !Run of which sets up Inet$MimeMappings.

Does the Boot log show any errors.
